No, an icicle is not made out of cells because it can change but it has no sensitivity or a reflexive response to habitat changes. It also does not develop with cellular growth and it does not reproduce.

Ice is frozen water. Water is not considered to be a cell because it is a combination of elements. So no, icicles are not made of cells.
