A small group of friends that purposefully exclude others beside their own is known as : Cliques
A clique is usually formed based on similar characteristics among the members. (such as popularity, members to a certain organization or club, etc). In most cases, a clique would have one dominant leader that can either approve or reject others that want to become a part of their clique.
