To me , I believe it’s Marie Antoinette because she used the taxes of people in France to give her the wants and things that she had. Because she wasn’t helping her country, with food, good shelter, and overall a decent life, she decided to ignore thier there thoughts and needs. So casually, people started dying from starvation and freezing to death. That I think impacted the most on the population if you mean that it decreased
