The Senate is the “saucer” and the House of Representatives is the “hot tea”
When framing the Constitution it is believed that George Washington said to Thomas Jefferson that the Senate would cool or calm down the Houses hot tea or eagerness. This means that the Senate will check and balance the decisions made by the house to be certain they are just and rational.
